Petroleum Bulk Storage

(e.g. Gasoline, Fuel Oil, and Waste Motor Oil)

For Upstate New York State public schools there are several different regulatory requirements for Petroleum Bulk Storage.  The New York State Department of Environmental Conservation Regulates schools that have more than 1100 gallons of storage on site (generally excluding small tanks or less than 1100 gallons containing heating fuel to be used on site or waste motor oil).  They require that regulated tanks be registered, have leak detection, be corrosion resistant, have overfill prevention and spill prevention, etc.   To go to the DEC PBS  website click here. 

The Environmental Protection Agency also regulates some tanks, yet not others.  The EPA regulates Motor Fuels (Gasoline and Diesel) and the waste motor oil tanks large than 110 gallons, but generally not heating oil tanks.  

The EPA does have a new regulation requiring facilities with more than 1320 gallons of above ground storage to have a Spill Prevention, Control and Countermeasure (SPCC) program.  The deadline has been extended to July 1, 2009.   The requirements of this program go above and beyond the current DEC and EPA requirements, and requires schools to have a facility description, an inventory of tanks, a discharge prevention plan for each tank, spill control during dispensing fluids, disposal plans, emergency plans, security, and training of operators.
